CBP posted on the agency's website some details about the coming deployments of new ACE capabilities scheduled for Sept. 16. The agency will deploy "Non-ABI Entry Summary/Lineless (for CBP only), Duty Deferral, e214, Manufacturer ID Creation and Importer Security Filing (ISF)," it said. After the deployment, "these capabilities will no longer be filed/processed in the Automated Commercial System (ACS) and must be done via ACE," it said. CBP also said in a CSMS message that the deployment of statements in ACE, planned for Dec. 16, would now take place on Dec. 9. That change is meant to "better align with the Periodic Monthly Statement schedule" and doesn't impact the schedule for any other deployments, said CBP.

CBP posted draft recommendations from the Commercial Customs Operations Advisory Committee (COAC) e-commerce working group on Section 321 entries ahead of the COAC meeting on Aug. 23 in San Diego. The recommendations "are intended to improve the import process from a facilitation and enforcement perspective for section 321-eligible shipments across all modes of transportation," the working group said. CBP issued an interim final rule on the de minimis level last year and raised a number of questions on the role of other agencies' requirements for such shipments (see 1608250029).

The transition of Importer Security Filing (ISF) from the legacy Automated Commercial Service to ACE will be included as part of CBP’s Sept. 16 ACE deployment (see 1707270035), the agency said in a CSMS message. “More details will be available the week of August 21. In the meantime, trade parties may continue to test ISF in CBP’s certification environment,” it said. ISF had been scheduled for deployment on Jan. 14, 2017, before it was postponed indefinitely (see 1701060052), along with other ACE post-release capabilities (see 1701110039).

Among other things, CBP said in its Border Interagency Executive Council issue paper that the BIEC principals plan to meet on Aug. 28 to consider a working group report on partner government agency targeting and manifest access. "The BIEC is working on several major projects, along with developing a process to prioritize enhancements to Automated Commercial Environment (ACE) that are considered 'post-core,'" the agency said. The BIEC will also "be focusing on continued ACE enhancements and simplifying CBP processes, in line with CBP’s trade priorities and funding availability," it said.
CBP posted its updated Fish and Wildlife Service ACE implementation guide to its website on Aug. 11. The updated FWS partner government agency (PGA) message set now includes only two FWS flags, with one indicating a commodity always requires clearance by FWS and the other covering commodities that are “likely to contain commodities” that require FWS declarations and may be disclaimed. The new message set also adds a new ACE input for designated port exception permits, as expected (see 1703010042).
