On September 27, 2010, the Senate resumed consideration of a motion to proceed to consideration of S. 3816, the Creating American Jobs and Ending Offshoring Act, to amend the Internal Revenue Code of 1986 to create American jobs and to prevent the offshoring of such jobs overseas. S. 3816 would establish a payroll tax holiday for employers moving jobs to the U.S. from overseas and create certain disincentives to moving U.S. jobs overseas. The Senate is scheduled to resume consideration of the motion on September 28, 2010.

On September 30, 2010, the Senate Judiciary Committee will hold a markup of S. 3804, the Combating Online Infringement and Counterfeits Act, a bill to address the problem of online piracy and counterfeiting.

On September 24, 2010 the Senate passed H.R. 6190, to amend the Internal Revenue Code of 1986 to extend the funding and expenditure authority of the Airport and Airway Trust Fund, to amend title 49 United States Code, to extend the airport improvement program, and for other purposes. H.R. 6190 was passed by the House on September 23, 2010.
On September 24, 2010, the Senate passed S. 3839, to provide for an additional temporary extension of programs under the Small Business Act and the Small Business Investment Act of 1958.
The American Apparel and Footwear Association has released a statement expressing disappointment that the House Ways and Means Committee voted to approve the Currency Reform and Fair Trade Act (H.R. 2378) on September 24, 2010.
