The National Customs Brokers & Forwarders Association of America is asking members to comment on Red Sea shipping experiences ahead of a Federal Maritime Commission meeting on Feb. 7 (see 2401120057). A Jan. 17 email sent by the NCBFAA asked members to share their experiences in the Red Sea and how diversions due to Houthi missile attacks have affected maritime shipping in the region. The association said it plans to compile the responses into an "industry-specific impact statement" that it plans to present at the FMC meeting.
A scheduled FDA upgrade of its import operations database will lead to an outage from 10 p.m. Jan. 20 to 5 a.m. Jan. 21 EST, CBP said Jan. 17. This will affect the Interoperability Web Service (IWS), the FDA Import Trade Auxiliary Communications Systems (ITACS) and prior notice applications, except the Prior Notice System Interface (PNSI), the agency said in a CSMS message.
The FDA posted a document showing the information needed "for successful filing of Electronic Nicotine Delivery System (ENDS) products," CBP said in a CSMS message Jan. 17. The information needs to be provided to the customs broker on the shipment in order to avoid a delay of an FDA admissibility determination, CBP said. "*Please share this resource with your customs broker," the FDA said.

CBP will on Jan. 27 deploy an update to the timing of entry type 86 release messages in the air environment in ACE, the agency said in a CSMS message on Jan. 17. The update will modify the timing of the automatic release message for "non-express air cargo for Entry Type 86" to make sure that CBP has sufficient time to review the entries and notify filers of holds, CBP said. Specifically, release messages for type 86 entries won't be sent until a flight has arrived, rather than being sent when the flight departs, preventing entry type 86 cargo "from being released outside of port hours," CBP said in a trade information notice released last month..

CBP affirmed an August 2023 Enforce and Protect Act decision that thermal paper from Germany transshipped through Mexico was covered by the scope of, and evaded, an antidumping duty order, the agency said in a de novo administrative review on Dec. 22.

A new update on the “ACE Tips for Filing EPA Hydrofluorocarbons (HFCs)” tip sheet has been made available, CBP said in a CSMS message on Jan. 16. The tip sheet clarifies that either an ASHRAE number or the CAS number(s) with percent composition are required. Filers shouldn't submit both the ASHRAE and the CAS numbers, CBP said. The HFC PGA message set deployed on Jan. 16 (see 2401110066).
