The International Trade Commission posted Revision 16 to the 2025 Harmonized Tariff Schedule. The semiannual update to the HTS adds new 10-digit tariff numbers for a variety of products, including coffee, refrigerators, wind turbine parts and integrated circuits, among other goods. All changes take effect July 1, unless otherwise specified.
The following lawsuits were filed at the Court of International Trade during the week of June 23-29:
CBP created Harmonized System Update 2525 on June 28 and HSU 2526 on June 30. HSU 2525 contains nine Automated Broker Interface records and three Harmonized Tariff Schedule records. HSU 2526 contains 131 ABI records and 32 HTS records.

The Commerce Department issued notices in the Federal Register on its recently initiated antidumping duty investigations on steel concrete reinforcing bar (rebar) from Algeria (A-721-001), Bulgaria (A-487-002), Egypt (A-729-805) and Vietnam (A-552-853), as well as its countervailing duty investigations on rear from Algeria (C-721-002), Egypt (C-829-806) and Vietnam (C-552-854). The CVD investigations cover entries for calendar year 2024. The AD investigations on Algeria, Bulgaria and Egypt cover entries April 1, 2024, through March 31, 2025, and the AD investigation on Vietnam covers entries Oct. 1, 2024, through March 31, 2025.
Importer American Eel Depot filed a pair of complaints at the Court of International Trade on June 27 to contest CBP's classification of its frozen roasted eel under Harmonized Tariff Schedule subheading 1604.17.10 and secondary subheading 9903.88.03, subjecting the goods to Section 301 duties. The company argued that its goods aren't products of China but, in fact, have a country of origin of the U.S. (American Eel Depot v. United States, CIT # 21-00278, -00279).
CBP created Harmonized System Update 2524 on June 27, containing 484 Automated Broker Interface records and 114 Harmonized Tariff Schedule records. HSU 2524 includes the Mid-Year 484(f) changes, effective July 1, and adjustments required by the verification of the 2025 Harmonized Tariff Schedule.
Special tariff treatment for U.K. automobiles, auto parts and goods falling under the Civil Aircraft Agreement will begin June 30, according to a notice released by the Commerce Department June 27.
