The Wall Street Journal reports that the U.S. is stepping up its efforts to enforce existing restrictions on exports of sensitive dual-use technologies (with potential military applications) to Iran. The Department of Homeland Security (DHS) is now investigating approximately 80 instances of smuggling of such technologies and a dozen cases alleging illegal exports to Iran are before U.S. courts. U.S. Customs and Border Protection (CBP) has posted to its Web site a notice announcing a "weekly" special import quota of 26,158,106 kg for upland cotton purchased not later than June 14, 2005 and entered under HTS 9903.52.16. The quota period is March 17, 2005 through September 12, 2005; the opening date is March 17, 2005 at 12 noon EST, or its equivalent in other time zones.

In the March 2, 2005 issue of the U.S. Customs and Border Protection Bulletin (CBP Bulletin) (Vol. 39, No. 10), CBP issued a notice proposing to revoke a classification ruling on Protamine Sulfate. CBP states that it is also proposing to revoke any treatment it has previously accorded to substantially identical transactions that are contrary to its position in this notice.
