The Washington File reports that the U.S. and South Korea will open negotiations on a comprehensive bilateral free trade agreement (FTA) to remove tariff and nontariff barriers and expand trade between the countries. The Journal of Commerce reports that CBP officials state that government agencies will begin to use the International Trade Data System (ITDS), which is an integral part of the Automated Commercial Environment (ACE), in late 2006. The article notes that a prominent would-be ITDS user, the Coast Guard, has begun talking with the ITDS development team. In addition, the article notes that Treasury Department officials state that agencies are beginning to see the value of seeing the data online as it's being collected at the border. According to a Department of Commerce press release, the U.S. and Mexico reached an agreement in principle on cement trade that will resolve a sixteen-year dispute and liberalize trade in cement between the two countries. The press release adds that the Commerce Department will continue to work with its counterparts to finalize the text of the agreement in order to ensure that outstanding issues are resolved. The Office of the U.S. Trade Representative (USTR) has issued a press release announcing that the U.S. and Korea have agreed on an initial import protocol that will allow the U.S. to export boneless beef from cattle less than 30 months of age under a Beef Export Verification Program. Korea has prohibited imports of U.S. beef and beef products since December 2003.
