U.S. Customs and Border Protection has issued a CSMS message announcing that Web-based training, "ACE Forms, Declarations, & AD/CVD Cases", is available to Automated Commercial Environment Portal users for the new Entry Summary, Accounts and Revenue enhancements which are scheduled to be deployed on January 17, 2010 (ESAR A2.3.1a, also known as ESAR III).
CBP has issued a CSMS message stating effective with the January 17, 2010 deployment of ESAR A2.3.1a (ESAR III), importers with an ACE portal account will be able to view and respond to CBP Forms 28, 29 and 4647 via the ACE Portal for all entry summaries (that is, both ACS and ACE entry summaries).

CBP has issued a CSMS message stating that it has updated the HTS on the ACE "References" tab to direct the user to the U.S. International Trade Commission website. Users can simply select the "Launch USITC Site" to navigate directly to the HTS. CBP notes that the "Tariff History" hyperlink is no longer operational in the ACE Portal; users should use the "HTS Archive" on the ITC website. U.S. Customs and Border Protection has posted a notice to its website stating that personal imports of Christmas trees from British Columbia into Washington State require certification from the grower that their holiday tree was grown in an area of Canada where gypsy moth and pine shoot beetle are not known to occur. Blaine port sources state that this certification can take the form of a purchase receipt, or for those that cut their own, completing a local Blaine/BC form. CBP has posted information on the legal requirements regarding convict, forced, or indentured labor product importations. 19 USC 1307 prohibits the importation of goods produced by convict, forced or indentured labor. When information available reasonably, but not conclusively, indicates that merchandise within the purview of this provision is being imported, the Commissioner of Customs issues detention orders, pursuant to 19 CFR 12.42(e).
