In the September 14, 2011 issue of the U.S. Customs and Border Protection Bulletin (Vol. 45, No. 38), CBP published a notice to correct a clerical error in a ruling that was published in its July 27, 2011 Customs Bulletin relating to the tariff classification of certain battery-operated paint rollers.
U.S. Customs and Border Protection has issued CSMS #11-000216 stating that the introduction of ACE M1 will require all brokers participating in Rail Line Release to have Entry Banks created in ACE. The ACE Entry Bank numbers must be unique and cannot overlap with the ACS Entry Bank numbers. All Entry Banks must be created in the ACE Portal no later than Friday, 9/23/11.For more information on how to create and maintain Entry Banks in the ACE Portal, please refer to the User Guide distributed in CSMS #11-000208.
The Port of Long Beach has reported that its container trade volume fell in August 2011 compared to the same period in 2010, reflecting a general weakness in the economy. Imports were down 14.2% from August 2010, and exports were down 3.8%. Overall, August container traffic was down 12.3% compared to the same period a year ago. However, calendar year to date, imports are up 1.8T and exports are up 2.6%. Monthly cargo numbers are available here.

U.S. Customs and Border Protection has issued CSMS#11-000214 stating that previous communications have identified access to the Shared Reports folder as one of the many general ACE Portal capabilities included in the e-Manifest: Rail and Sea (M1) release. However, since the deployment of M1 functionality, CBP has discovered an issue related to the Shared Reports folder. Users will not have access to the folder until the issue is resolved. A CSMS will be issued when access to the folder becomes available.
U.S. Customs and Border Protection has issued CSMS #11-000213, which states that it has encountered a problem with an email exchange server, which began on Sunday, September 11, 2011. The result of this issue is that Importer Security Filing (ISF) single transaction bonds and BAPLIE transactions received by email have not been able to process.
U.S. Customs and Border Protection has posted its Importer Self Assessment (ISA) Questionnaire, which is also found in Appendix D of the ISA Handbook. The questionnaire is designed to help CBP determine whether an applicant is ready to apply to the ISA program. CBP states that applicants who are able to answer "Yes" to all the questions, are able to support those responses, and can provide the information required in the questionnaire would be deemed ready to apply to the ISA program.
