Clear Terms

Search Primer

Multi-word term: Place inside quotes to ensure an exact match together (e.g. "forced labor").

Term list: Separate terms with spaces, not commas or semicolons to find either word (e.g. AD/CVD CBP).

Acronyms: Use all capital letters (e.g., ACE).

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., tariffs +Canada).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., FDA -alert).

Simplest form: Use the simplest form of a term (e.g. "metal" instead of "metals" or "entity list" instead of "entity listing" or "entity listed").

CBP No Longer Accepts Preference Claims Under Automotive Products Trade Act

CBP has stopped honoring preference claims for automotive parts under the Automotive Products Trade Act, special program indicator "B" and "B#," the agency said in a CSMS message. Although the APTA is still in effect, and can be found in Harmonized Tariff Schedule of the U.S. (HTSUS) General Note 5(a)(v), its utility has been supplanted by NAFTA, and its applicability to automotive parts ended when the outstanding "bona fide" letters expired in 1997, said CBP.

CBP Gives Details on Modifications to CAFTA-DR Textile and Apparel Preference Rules

CBP summarized the modifications to textile and apparel preference rules as part of the Dominican Republic-Central America-U.S. Free Trade Agreement (CAFTA-DR). On Sept. 26, the U.S Trade Representative published a notice in the Federal Register (77 FR 59241) announcing Oct. 13 as the effective date for these certain modifications to the textile and apparel preference rules.

CBP Releases Oct. 17 Customs Bulletin

CBP released its Oct. 17 Customs Bulletin (Vol. 46, No. 43). While the Bulletin does not contain any ruling articles, it does list recent information collections and Court of International Trade decisions.

CBP Updates Lists of Active AD/CVD Cases

CBP posted updated spreadsheets showing active AD/CVD cases and the associated case numbers, ISO country codes, tariff numbers, and short descriptions of each case as of Oct. 1. Active antidumping cases are (here). Active countervailing cases are (here).

CBP AD and CV Messages as of Oct. 15

A listing of recent antidumping and countervailing duty messages from the International Trade Administration posted to CBP's website Oct. 15, along with the case number(s) and CBP message number, is provided below. The messages are available by searching for the listed CBP message number at http://addcvd.cbp.gov. (CBP occasionally adds backdated messages without otherwise indicating which message was added. ITT will include a message date in parentheses in such cases.)

GAO Says Better Planning, Data Needed for Agriculture Quarantine and Inspection Program

The Departments of Agriculture and Homeland Security have made progress implementing the recommendations of a 2006 Government Accountability Study of the Agriculture Quarantine and Inspection program, but work remains to improve planning, data reliability, and the canine inspector program, GAO said in a report on the program. Allocation of scarce CBP resources based on port-specific risks could especially benefit from improved strategic planning and better data to analyze risk and effectiveness. CBP Issues CF 1400, CF 1401 Reports for Oct. 15

CBP posted an Oct. 15 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.

CBP Reports Problems with EDI Messages

CBP has received a number of calls from trade users saying they're not receiving responses to their electronic data interchange messages, it said in a CSMS message. It is working on the issue and hopes to have it resolved soon, said CBP.
