The Commerce Department has released the final results of the antidumping duty administrative review on thermal paper from Germany (A-428-850). These final results will be used to set final assessments of AD on importers of subject merchandise entered between May 12, 2021, and Oct. 31, 2022.
The Commerce Department is amending its preliminary antidumping duty determination on aluminum lithographic printing plates from China (A-570-156) to correct a calculation error in the AD rate for Fujifilm China. As a result of the correction, the cash deposit rate in effect for Fujifilm China will increase substantially, from 38.57% to 164.3%. As a result of the increase, in order to keep the China-wide rate above Fujifilm's new rate, Commerce is also increasing the China-wide rate from 107.61% to 477.59%
The Commerce Department is setting new countervailing duty cash deposit requirements for imports of glass wine bottles from China (C-570-163), after finding illegal subsidization of Chinese producers in the preliminary determination of its CVD investigation. Suspension of liquidation and cash deposit requirements take retroactive effect for entries on or after March 5, 2024, as a result of Commerce's finding of critical circumstances for all Chinese exporters.

Amarte USA seeks a general exclusion order banning all imports of eye cosmetics and related packaging that it says infringe on its trademarks, the International Trade Commission said in a notice May 24. In its May 20 complaint, Amarte said AHC-Unilever United States, Bourne & Morgan, MZ Skin Care, Kaibeauty, I'll Global, Hikari Laboratories, Iman Cosmetics, Strip Lashed and Kelz Beauty are selling eye creams, eye palettes, eye patches, eye serums and eyelashes that use identical or similar names to its trademarked Eyeconic brand. Amarte also seeks limited exclusion orders against those companies. Comments are due June 3.

The International Trade Commission is beginning a Section 337 investigation on allegations that imports of high-strength aluminum or aluminum alloy-coated steel from VinFast, as well as cars made using the steel, is infringing on patents held by ArcelorMittal, the ITC said in a notice last week. In its April 17 complaint (see 2404220054), ArcelorMittal alleged that VinFast, a Vietnam-based car manufacturer, is including the high-strength aluminum-coated steel in its cars, including the VF-8, which VinFast has been exporting to the U.S. “since at least 2022,” the complaint said. In the investigation, the ITC will consider whether to issue a limited exclusion order and cease and desist orders banning import and sale of infringing merchandise from Vinfast and its affiliates.

Suspension of liquidation and antidumping duty cash deposit requirements are set to take effect May 30 for imports of frozen warmwater shrimp from Ecuador (A-331-805) and Indonesia (A-560-842), after the Commerce Department found dumping in preliminary determinations in its ongoing AD duty investigations.
