The Commerce Department soon will suspend liquidation and impose countervailing duty cash deposit requirements on imports of low-speed personal transportation vehicles from China, it said in a fact sheet issued Nov. 26. Commerce set CVD rates ranging from 21.23% to 515.37% for Chinese exporters, the agency said as it announced its preliminary determinations in its ongoing CVD investigations. Suspension of liquidation and cash deposit requirements will take effect for entries on or after the date of publication of the preliminary determinations in the Federal Register, which should occur in the coming days.
The Commerce Department has released the preliminary determination in its antidumping investigation on ceramic tile from India (A-533-928). The agency said ceramic tile from India "is not being, or is not likely to be, sold in the United States at less than fair value." Commerce determined a dumping margin of zero, it said in a Nov. 25 fact sheet.
A domestic producer recently filed a petition with the Commerce Department and the International Trade Commission requesting new antidumping and countervailing duties on float glass from Malaysia and China. Commerce will now decide whether to begin AD/CVD investigations, which could result in the imposition of permanent AD/CVD orders and the assessment of AD and CVD on importers. Vitro Flat Glass and its subsidiaries requested the investigation.

The Commerce Department issued antidumping duty orders on aluminum lithographic printing plates from China (A-570-156) and Japan (A-588-881), and countervailing duty orders on aluminum lithographic printing plates from China (C-570-157).
The International Trade Commission is issuing a limited exclusion order banning imports of movable barrier operators (ITC Inv. No. 337-TA-1118) from Nortek and its subsidiaries, it said in a notice. Additionally, the ITC issued Nortek cease and desist orders and set a bond in the amount of 0% of entered value for excluded articles imported or sold during the period of presidential review. The order concludes a Section 337 investigation the ITC launched in June 2018, based on allegations by Chamberlain that Nortek and its subsidiaries are importing "certain movable barrier operators (including garage door operators) and components thereof that infringe claim 11 of U.S. Patent No. 8,587,404."

The International Trade Commission seeks comments by Dec. 4 on a Section 337 complaint filed by Modumetal against Parker Hannifin Corporation of Cleveland, Ohio, and Lu Chu Shin Yee Works of Taiwan for allegedly infringing patents held by the complainant on nanolaminate alloy coated metal parts, the ITC said in a notice to be published Nov. 26. According to the complaint, Modumetal is seeking a permanent limited exclusion order against the respondents barring "nanolaminate alloy coated metal parts, components thereof, and products containing the same ... known by Parker Hannifin’s trade name “ToughShield Plus" from entry into the U.S.

The Commerce Department has released the final results of the antidumping duty administrative review on steel nails from Taiwan (A-583-854). Commerce said it made certain changes to the rate calculation for Your Standing International, making the final rate higher than in the preliminary results of this review, and that changed the review average rate as well. Commerce will set assessments of antidumping duties for subject merchandise entered July 1, 2022, through June 30, 2023. New cash deposit rates set in these final results take effect Nov. 26.
