The Commerce Department looks set to recognize an Emirati company’s name change for the purposes of antidumping duties on circular welded carbon-quality steel pipe from the United Arab Emirates (A-520-807). The agency preliminarily found Universal Tube and Pipe Industries FZE is the successor-in-interest to Universal Tube and Plastic Industries Limited, in the preliminary results of a changed circumstances review. The agency preliminarily found Universal Tube and Pipe operates as essentially the same business entity as UTP with respect to the production and sale of subject merchandise, management and ownership, and supplier relationships. If Commerce confirms its finding in the final results, Universal Tube and Pipe will inherit the AD rate assigned to UTP, i.e., 1%, set in the final results of the AD administrative review for entries Dec. 1, 2021-Nov. 30, 2022 (see 2407120051).
The Commerce Department has released the preliminary results of the antidumping duty administrative review on citric acid and certain citrate salts from Colombia (A-301-803). The agency calculated an AD rate of zero percent for Sucroal S.A. Any changes to Sucroal's cash deposit rate would take effect on the publication date of the final results of this review, currently due in November. Once Commerce issues its final results, if there is no change from the preliminary results, the agency won't assess AD for entries of subject merchandise from Sucroal entered July 1, 2022, through June 30, 2023, it said.
The Commerce Department has released the final results of the antidumping duty administrative review on finished carbon steel flanges from Spain (Commerce A-469-815; CBP A-470-815). These final results will be used to set final assessments of AD on importers for subject merchandise entered June 1, 2022, through May 31, 2023.
The Commerce Department has released a notice announcing the beginning of administrative reviews for certain firms subject to antidumping and countervailing duty orders with June anniversary dates. Producers and exporters subject to any of these administrative reviews on China or Vietnam must submit their separate rate certifications or applications by Aug. 28 to avoid being assigned high China-wide or Vietnam-wide rates.
