CBP released its Oct. 17 Customs Bulletin (Vol. 46, No. 43). While the Bulletin does not contain any ruling articles, it does list recent information collections and Court of International Trade decisions.

CBP is adopting a final rule amending its regulations for the preferential tariff treatment and other customs-related provisions of the U.S.-Peru Trade Promotion Agreement (PTPA or Peru FTA) by adding a new subpart Q to 19 CFR Part 10, etc., the agency said in a Oct. 18 Federal Register notice. CBP said it received no comments on its interim final rule, adopted in November, and only made a technical change from the interim rule, available (here).

CBP posted an Oct. 15 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has received a number of calls from trade users saying they're not receiving responses to their electronic data interchange messages, it said in a CSMS message. It is working on the issue and hopes to have it resolved soon, said CBP.
