The Court of International Trade (CIT) is testing a new version of the Case Management/Electronic Case Files (CM/ECF) system to improve mobile access to the court's dockets, said Steve Swindell, case management supervisor at the CIT. "In this version it will be easier to view docket sheets on their mobile device," he said. The CIT also has two pilot programs, one with the U.S. Court of Appeals for the Federal Circuit and another with CBP, that is testing the transfer of CM/ECF documents via email, he said.

NEW YORK -- Efficiency problems in classification litigation hurts the process as discovery requests and time considerations prevent the filing of some quality cases, said customs lawyers March 22. Several lawyers discussed the issue and possible fixes during a forum on international trade and customs litigation held by the Customs and International Trade Bar Association and Federal Circuit Bar Association. While a small claims court for customs issues has been discussed for decades, its creation remains highly unlikely, they said.
CBP said it fixed problems with Automated Commercial Environment (ACE) Entry Summary filings. Some ACE filers stopped receiving response messages March 20, but that issue has been resolved, the agency said in a CSMS message. Filers that didn't get a response on March 20 should retransmit the ACE Entry Summary, it said.
CBP reminded the trade in a CSMS message there are no 2013 quota limits for ethyl alcohol. Filers should use entry type code 01 for all ethyl alcohol entries. The International Trade Commission announced in February the termination of the study to determine the quota limit (see 13021134).
CBP's Miami field office will use new procedures for requesting agriculture inspection services, it said in an informational bulletin. Effective March 24, 2013, the CBP-Agriculture Inspection (CBP-Al) Request form will be required to be submitted by email as an attachment to the agcustomer@CBP.DHS.GOV email account when requesting inspection services with the Agriculture Air Cargo Operations Desk office. Faxing the CBP-Al form is no longer required, the notice said.
Transplace Mexico was approved for Customs-Trade Partnership Against Terrorism certification by CBP, said Transplace in a press release. This is the second C-TPAT certification for Transplace, a transportation management services company, it said. A related company, Transplace International, was approved for C-TPAT in 2008, it said.
CBP issued the following releases on commercial trade and related issues:
CBP posted an updated summary of changes for the Automated Export System Trade Interface Requirements (AESTIR). The changes reflect the recent deactivation of several New York area port codes (see 13031915).
