Livingston International appointed Steven Preston as CEO following the retirement of Peter Luit from the top spot, the company said in a press release. Preston previously worked as chief financial officer at Waste Management, said Livingston. Luit remains a "significant shareholder" and will keep a seat on the company's board of directors, said Livingston.
The Port of Seattle Assistant Port Director of Trade Operations Judy Staudt will be out of the office on extended leave, said CBP's Seattle Field Office in a Trade Information Notice. Entry Branch Chief Michael Urbick will move into Staudt's position in an acting capacity, effective Aug. 19, the notice said.

UPS will be one of nine customs brokerages testing CBP's broker importer security assessment (ISA) pre-certification program, the company said. The program, announced in April (see 13041623), is hoped to make use of customs broker relationships to increase importer participation within ISA. CBP didn't return a request for comment on whether other participants have been announced.
Continued consideration in Congress of a revised Harbor Maintenance Tax as a means to improve U.S. port competitiveness is likely, said the Federal Maritime Commission Aug. 9 in a statement. Former agency Chairman and current Commissioner Richard Lidinsky noted the potential for HMT revisions as part of a one-year update to its report to Congress on the movement of U.S. inland containerized cargo entering through the Canadian or Mexican borders (see 12073001). The Senate approved some HMT reforms as part of the Water Resources Development Act (see 13051602) that passed earlier this year.
A UPS cargo plane flying from Louisville, Ky. crashed on its way to Birmingham, Ala., the company said in a press release. The Airbus A300 carried two crewmembers. The Associated Press reported the pilots were killed, though the UPS release said it has "not confirmed the status of our pilots." The company said it "will release more facts about this accident as they become available, but the [National Transportation Safety Board will be in charge of the investigation and will be the primary source of information going forward." The NTSB said its launching a full "Go-Team" to investigate the crash (here).
CBP will require the Mexican Pedimento Entry Number for all Southbound Immediate Exportation (IE) in-bond shipments originating at the Southern Border Ports, CBP said in a CSMS message. As of Aug. 18, any IE in-bond shipment from a Southern Border port exported to Mexico without the entry number will be rejected by ACS, said CBP.
CBP is requesting comments by Oct. 15 for an existing information collection on applications for exportation under special bond . CBP proposes to extend the expiration date of this information collection with a change to the burden hours.
