A scheduled power outage at the Federal Maritime Commission's headquarters will make all public facing applications unavailable on Saturday, Sept. 6 from 7 a.m. to 1 p.m., the agency said. The outage will impact all applications listed (here) "as well as access to SERVCON and the Online Agreement Library," the agency said.
The Food and Drug Administration's stand-alone prior notice filing system will be down for maintenance from 1 a.m. to 10 a.m. on Saturday, Sept. 6, said CBP in a CSMS message. "During this downtime, ACS, OASIS and the link between ACS and OASIS will be operational," it said.
An alcoholic beverage made from distilled sugar cane is not classifiable as vodka despite meeting the broad characteristics of vodka, said CBP in an internal advice ruling, HQ H197914. The June 25 ruling reviewed the classification of the product, called "Alcohol Victoria." The internal advice request came from San Diego's Otay Mesa Service Port in 2011.
In the Sept. 3 issue of the CBP Customs Bulletin (Vol. 48, No. 35), CBP published a notice that proposes to modify a ruling and similar treatment for the tariff classification of phosphor plates.
The costs of product compliance tests outside the U.S. may be dutiable as part of the price actually paid for imported goods, depending on whether the payments go to the seller or directly to a third-party tester, said CBP in a Aug. 20 ruling. The ruling, HQ H256223, involves a company named ViewSonic that imports computing products from foreign sellers. The company sought CBP insight in July on whether the costs of compliance testing are considered dutiable by CBP.

Indonesia will join the revised International Convention on the Simplification and Harmonization of Customs Procedures, said the World Customs Organization in a press release. Indonesia recently sent the WCO the instrument of accession, which is "the culmination of an extensive process which has allowed Indonesia to carry out a comparative analysis of its legislation with the provisions of the [Revised Kyoto Convention] and to attain the level of compliance required to embark on implementing this international instrument," it said. Indonesia will be the 96th contracting party in the agreement when it enters into force Nov. 22, said the WCO.
