The Fish and Wildlife Service (FWS) is seeking nominees for a newly created Advisory Council on Wildlife Trafficking, FWS said in a notice. The advisory council will make recommendations to the Presidential Task Force on Wildlife Trafficking, the notice said. Nominations are due Aug. 13.
The Commodity Credit Corp. said it will again buy sugar in exchange for Refined Sugar Re-export Program credits, in response to record domestic sugar production and low prices. The action will reduce the costs associated with acquiring sugar that has been forfeited because of producers’ inability to repay Sugar Program loans, CCC said.
The U.S. Department of Agriculture's Commodity and Credit Corp. will use a new Feedstock Flexibility Program (FFP) as another means to buy sugar and avoid forfeitures of sugar loan collateral under the Sugar Program, the agency said in a final rule. The FFP is being implemented as required under the 2008 Farm Bill and allows the CCC to buy sugar before Aug. 1, the first date that 2012 crop loans can be forfeited to the CCC. The program also "requires the surplus sugar to be used to produce bioenergy, which precludes CCC’s resale of inventory into the market for human consumption," the notice said. The agency did not make any major changes from the proposed rule from 2011, but did clarify the types of sugar eligible and eliminated the requirement that eligible bioenergy producers’ facility be located in the U.S., it said.

CBP will add post summary corrections abilities within the Automated Commercial Environment (ACE), providing summary data to all filers of all version of the entry summary effective July 27, the agency said in CSMS message (here). CBP on Aug. 10 will also deploy changes to ACE Reports making the latest entry summary information details available to current or previous owners of the entry summary, it said in a separate notice (here). As a result, "no separation of information between owner and semiprivate owner will occur," said CBP. The agency will publish notices in the Federal Register in the near future to announce the changes, it said.
The Federal Maritime Commission is revising its rules of practice and procedure, effective July 29, to update and clarify the rules and to reduce the burden on parties to proceedings before the Commission. The key changes are:
CBP is unable provide further information as to the data elements and conditions through which CBP can share data from the Automated Commercial Environment (ACE) with the Federal Maritime Commission (FMC), said a CBP spokesman. "We are not able to provide more detail regarding the data elements and the conditions under which the FMC may use them beyond what is contained in the release," he said.
