The Northeastern Vermont Development Association has applied to expand the area served by Foreign-Trade Zone 286, said a notice from the FTZ Board. The zone currently has a service area that includes Caledonia, Essex and Orleans Counties, Vermont. Under the proposed expansion, it would also cover Lamoille County, Vermont. If approved, the zone’s grantee would be able to serve sites throughout the expanded service area based on companies’ needs for FTZ designation, said the FTZB. Comments are due by Nov. 3.

The U.S.-Canada Regulatory Cooperation Council released on Aug. 29 its “Joint Forward Plan” on areas of future cooperation between the two countries’ governments. The Joint Forward Plan builds on a Joint Action Plan from 2011 that comprised 29 initiatives (see 11121316). The new document includes updates on each of the 29 initiatives announced in 2011, as well as lessons learned during the past three years and about 20 new and continued areas of regulatory cooperation.

The Commerce Department is giving advance notice that it and the International Trade Commission will next month consider revoking the antidumping duty order on cut-to-length carbon steel plate from China (A-570-849), as well as the suspended antidumping duty investigations on cut-to-length carbon steel plate from Russia (A-821-808) and Ukraine (A-823-808) in their automatic five-year sunset reviews scheduled to begin in October. Advance notice is given because sunset reviews have short deadlines. An order will be revoked unless Commerce finds that revocation would lead to a continuation or recurrence of dumping and the ITC finds that revocation would result in continuation or recurrence of material injury to a U.S. industry. As a result, a negative determination by either Commerce or the ITC would result in the revocation of these orders.
The Commerce Department announced the opportunity to request administrative reviews by Sept. 30 for producers and exporters subject to 25 antidumping duty orders, six countervailing duty orders and one suspension agreement with September anniversary dates.
The Commerce Department issued the final results of the antidumping duty administrative review on polyethylene retail carrier bags from Thailand (A-549-821). The agency set rates for six companies, and will use these rates to set final assessments of AD duties on importers for entries between Feb. 1, 2012 and Jan. 31, 2013.
