De Minimis Not in Must-Pass Bill
Restricting de minimis was never a natural fit for the defense policy bill, one of only two major bills expected to get a vote in the lame duck session of Congress. A bill to fund the government past Dec. 20 is the other.

But with the National Defense Authorization Act for Fiscal Year 2025 text released over the weekend, its exclusion is certain.
There had been some thought de minimis was high-profile enough to get action this year (see 2409030037), but also skepticism that various approaches could be narrowed down to one policy (see 2409200041).
The NDAA does require that the director of national intelligence produce a report to Congress on China's attempts or intentions to evade the Uyghur Forced Labor Prevention Act.
