CBP Bulletin Includes Agenda for 54th Session of WCO HSC

In the Aug. 6 Issue of the Customs Bulletin (Vol. 48, No. 31), CBP issued a notice regarding the dates and draft agenda for the 54th Session of the World Customs Organization’s Harmonized System Committee (HSC), which will meet in Brussels from Sept. 18-26.

(Among other things, the HSC (1) issues classification decisions on the interpretation of the Harmonized System (HS) in the form of published tariff classification opinions or amendments to the Explanatory Notes, and (2) considers amendments to the legal text of the HS.)

  • Position regarding Contracting Parties to the HS Convention and related matters and progress report on the implementation of HS 2012
  • Report on the last meetings of the Policy Commission (71st Session) and the Council (123rd/124th Sessions)
  • Approval of decisions taken by the Harmonized System Committee at its 53rd session

General Questions:

  • WTO Agreement on Trade Facilitation
  • Possible amendment of the Recommendation of the Customs Co-operation Council on the Introduction of Programmes for Binding Pre-entry Classification Information in accordance with the WTO Trade Facilitation Agreement
  • Examination of the voting procedure for HS amendments in the event of two or more alternative texts
  • Simplification of the procedure for adoption of the Reports of the Review Sub-Committee and the HS Working Party
  • Layout of working documents for the HS Committee
