Revocations Are Effective April 7
CBP is revoking these rulings, as well as any treatment CBP previously accorded to substantially identical transactions, effective for merchandise entered or withdrawn from warehouse for consumption on or after April 7.
D-Lysine
Item: D-Lysine is an isomer of lysine, an essential amino acid which is not synthesized in animals and must instead be ingested. |

Reason: Lysine was deleted from the pharmaceutical appendix by the 1997 Annex to Presidential Proclamation 6982, said CBP. Lysine is thus no longer subject to duty free treatment pursuant to General Note 13. |

Gloves
Item: Polyurethane Coated Gloves. String-knit work gloves constructed of 50% polyethylene, 29% polyester, 14% glass fiber and 7% spandex with a polyurethane coating which covers the entire palm as well as a portion of the cuff and overlaps the fingers and sides of the wearer’s hands. A polyurethane coating has also been applied to the underside fabric of the palms. |

Reason: While there is plastic on the inside and outside, the gloves are made of textile material that is neither completely embedded nor entirely coated or covered on both sides with plastic, and the textile material is present for more than mere reinforcement, said CBP. The gloves therefore shouldn't be classified as an article of plastic, it said. |
