PGA Message Set Pilot Start Date Pushed to March, Few Responses So Far

The Participating Government Agency (PGA) Message Set Pilot program is now in the "pre-testing" phase and production is not expected to begin until March, beginning with the Newark and Long Beach ports, said Roy Chaudet, who is the Environment Protection Agency's (EPA) lead on the joint pilot with CBP. The pilot was slated to start earlier this month, according to the Federal Register notice (see 13121219).

The new PGA Message Set capability will apply to the EPA (Ozone Depleting Substances and Vehicle and Engine programs only) and other Food Safety and Inspection Services data. Chaudet and others discussed the pilot, which is meant to allow for importers to submit required information to multiple agencies at once through the Automated Commercial Environment during a Jan. 27 conference call. Participant filers will get one response message that tells both the EPA's and CBP's status. Participation has been slow for the EPA part thus far, said Chaudet. "We've gotten very few responses to the Federal Register notice," he said.
