CBP Seeks Comments on Trusted Traveler, FAST Info Collection

CBP is requesting comments by Aug. 12 for an existing information collection for the Trusted Traveler Programs. CBP proposes to extend the expiration date of this information collection with a change to the burden hours.

Trusted Traveler Applications

CBP’s Trusted Traveler Programs include the Secure Electronic Network for Travelers Rapid Inspection (SENTRI), which allows expedited entry at specified southwest land border ports of entry; the Free and Secure Trade Program (FAST), which provides expedited border processing for known, low-risk commercial drivers; and Global Entry which allows preapproved, low-risk, air travelers expedited clearance upon arrival into the U.S. The purpose of all of these programs is to provide prescreened travelers expedited entry into the U.S. CBP is planning to revise the burden hours as a result of updated estimates of the number of applicants for Global Entry and SENTRI. Increased Burden Hours and Applicants

CBP estimates for SENTRI (Form 823S) there will be 46,000 responses per year. The estimated time per respondent is 40 minutes and the total annual hours are estimated to be 30,820. CBP estimates for FAST (Form 823F) there will be 28,910 responses per year. The estimated time per respondent is 40 minutes and the total annual hours are estimated to be 19,370. CBP estimates for Global Entry there will be 628,000 responses per year. The estimated time per respondent is 40 minutes and the total annual hours are estimated to be 420,760. CBP estimates for Global Entry Kiosks there will be 2,200,000 responses per year. The estimated time per respondent is one minute and the total annual hours are estimated to be 35,200.

Comments Requested on Ways to Minimize Burden, Etc.

CBP is asking for comments from the general public and other federal agencies on (a) whether the collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency’s estimates of the burden of the collection of information; (c) ways to enhance the quality, utility, and clarity of the information to be collected; (d) ways to minimize the burden, including the use of automated collection techniques or the use of other forms of information technology; and (e) the annual costs burden to respondents or record keepers from the collection of information (a total of capital/startup costs and operations and maintenance costs).
