Imports of frozen warmwater shrimp materially injure a U.S. industry, the ITC announced Nov. 19 at the conclusion of its AD/CVD Investigation. The ITC reached this determination following a Commerce Department finding that imports from Indonesia are sold in the U.S. at less than fair value and imports from Ecuador, India and Vietnam are subsidized by their governments (see 2410280026). As a result, the Commerce Department will issue countervailing duty orders on frozen warmwater shrimp imports from Ecuador, India and Vietnam and an antidumping duty order on those imports from Indonesia. The ITC's full report will be available to the public by Jan. 6.

The International Trade Commission seeks comment by Nov. 28 on a Section 337 complaint on allegations that imports of network equipment that supports Bit Indexed Explicit Replication (BIER) standards infringe patents held by Optimum Communications Services, the ITC said in a notice to be published Nov. 20. According to the complaint, Optimum is seeking a general exclusion order, a limited exclusion order, and cease and desist orders against Chinese companies Tongruida Information Technology, Ella Optoelectronic Technology Hebei, Zhengzhou Qiongzhi Ceyu Network Technology, and Beijing Morriss Technology, barring "network switching and routing equipment supporting" BIER from entry.
The Commerce Department issued notices in the Federal Register on its recently initiated antidumping duty investigations on paper file folders from Cambodia (A-555-005) and Sri Lanka (A-542-806), as well as a new countervailing duty investigation on the same product from Cambodia (C-555-006). The CVD investigation covers entries for the calendar year 2023. The AD investigations cover entries Oct. 1, 2023, through Sept. 30, 2024.
The Commerce Department is beginning new antidumping and countervailing duty investigations on overhead door counterbalance torsion springs from China and India, it said in a fact sheet Nov. 19. The underlying petition was filed in October (see 2410300036). The International Trade Commission is scheduled to make its preliminary injury determinations by Dec. 13. These AD/CVD investigations will continue only if the ITC finds injury. International Trade Today will provide more details upon publication of the initiation notices in the Federal Register.

The International Trade Commission seeks comment by Nov. 26 on a Section 337 complaint filed by Husky Injection Molding Systems against Ningbo Aosheng Mold Co. for allegedly infringing patents held by Husky on molding products, the ITC said in a notice published Nov. 18. According to the complaint, Husky is seeking a permanent limited exclusion order against Ningbo Aosheng and its subsidiaries, barring "certain mold products, cavity insert products, and molding apparatus products for injection molding machines and products containing these components," from entry. Ningbo Aosheng didn't immediately respond to a request for comment.
The International Trade Commission is beginning a Section 337 investigation on allegations that electronic eyewear products, components and charging apparatuses imported by ByteDance, Qingdao Chuangjian Weilai Technology, Funnico, PICO Immersive, HTC Corporation, Meta Platforms, and Valve infringe patents held by Igeniospec (ITC Inv. No. 337-TA-1423), the agency said in a notice to be published Nov. 18.
