The State Department's Directorate of Defense Trade Controls has posted a message to its Web site announcing that nearly 50% of company registration requests analyzed in a recent DDTC review did not meet the minimum standard for acceptance. To assist companies in avoiding common registration request problems, DDTC has noted some common errors and updated and expanded its "Helpful Hints" guide. DDTC has also adopted a new rejection policy (see below).

American Shipper reports that U.S. Customs and Border Protection and the Census Bureau have "gone back to the meeting table" in an effort to finalize the mandatory Automated Export System filing rules. Once changes are agreed to, CBP and Census will have to reissue a new proposed rule for mandatory AES with all new deadlines for comments and final implementation. U.S. Customs and Border Protection has issued an ABI administrative message announcing that effective May 1, 2007 it implemented changes to its Automated Commercial System internal data system. CBP states that it continues to implement incremental updates to the system in an effort to enhance cargo security while facilitating legitimate trade. CBP also states that as it moves forward, it will provide ongoing updates to the trade community. In the interim, CBP encourages brokers to continue dialogue with the local CBP port office to address questions or concerns. According to press and trade sources, U.S. Customs and Border Protection is expected to issue a proposed rule by late summer or early fall 2007 containing its proposed SF (10 2) requirements for 10 additional data elements from importers 24 hours prior to foreign lading, and for 2 additional data sets from ocean carriers, for imported maritime cargo.
