CBP released an updated version of the "ACE Tips for Filing EPA Hydrofluorocarbons (HFCs)" guide, it announced in a CSMS message Nov. 14. The document provides an "overview of the program and tips for filing that can help clarify what is filed when and avoid potential filing errors," the message said.
CBP will be deploying a new capability in ACE that will “automate the enforcement” of Section 321 requirements for low value shipments, the agency said in an updated ACE deployment schedule released Nov. 14.

CBP created Harmonized System Update (HSU) 2313 on Nov. 7, containing 32 ABI records and 10 Harmonized Tariff Schedule records. This update includes modifications to HTS records including the rates for pecans and Christmas trees that were recently implemented in ACE production following Collections Release 7 deployment, CBP said in a CSMS message.
Cindy Allen relaunched her consulting firm Trade Force Multiplier, following her recent departure from her role as vice president of regulatory affairs and compliance at FedEx Logistics (see 2309070056). Trade Force Multiplier offers “a range of services,” including “identifying company and compliance risks utilizing data analysis,” advising on trade-related investments and merger and acquisition activity, and providing “governmental agency and legislative insights and engagement services,” according to the new firm’s website. Allen, who previously led CBP’s ACE Business Office, formed a consultancy under the same name prior to joining FedEx (see 1510210076).

An updated version of the EPA Implementation Guide is now available, CBP said in a CSMS message. The Implementation Guide, which was announced on Nov. 3, includes updates to a new PGA message set for hydrofluorocarbons (HFCs) as part of the document, the message said. The HFC requirements are expected to be available for testing in December 2023 in ACE and are expected to be deployed to the production environment for required HFC filing in early January 2024, the message said. Those future dates will be confirmed by future CSMS messages, CBP said.
Under a newly introduced bill imposing a pollution fee, importers of record would have to pay a tax based on the percentage of the value of the imported good and calculated on the difference between the pollution intensity of that good's production in the country it's manufactured in and domestic production.
