Mexico ESB Rubber: Prelim Results of AD Admin Review
The Commerce Department has released the preliminary results of its antidumping duty administrative review on emulsion styrene-butadiene rubber from Mexico (A-201-848). The agency calculated a zero percent AD rate for four companies: Industrias Negromex S.A. de C.V., Continental Tires de Mexico S.A. de C.V., Hyundai Glovis Mexico S. de R.L. de C.V. and Pirelli Neumaticos S.A. de C.V. Any changes to cash deposit rates for these four companies would take effect on the publication date of the final results of this review, currently due in February. If these four companies continue to get a zero rate in the final results, Commerce will not assess AD for subject merchandise from these companies entered Sept. 1, 2021, through Aug. 31, 2022, it said.

The preliminary review also found that Dynasol Elastomeros S.A. de C.V. had no shipments during the review period. If Commerce continues this finding in its final results, the cash deposit rate for Dynasol won't change, and any entries under its case number will be liquidated at the all-others rate.
Commerce is, however, rescinding the review for Dynasol LLC, because it is a U.S. importer, rather than a producer or exporter of subject merchandise, and therefore not eligible for review.
Commerce will order liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise entered Sept. 1, 2021, through Aug. 31, 2022, that was exported by companies that are not under review (i.e., all except Negromex) (ADCVDWeb Messages # 2341408).
