ITC Begins Section 337 Investigation on Cellphone Screens, Eyes General Exclusion Order
The International Trade Commission has initiated a formal Section 337 investigation on imported active matrix organic LED display panels for mobile devices, according to a notice in the Federal Register (ITC Inv. No. 337-TA-1351). Samsung has asked for a general exclusion order, arguing that it would prevent circumvention of a limited order and because "a pattern of violations" makes it difficult to identify the sources of the infringing products.

The investigation follows a Dec. 28 complaint by Samsung Display Company, which alleged that the 15 named respondents (MobileSentrix, Injured Gadgets, Group Vertical, Electronics Universe, Repairs Universe, LCTech International, Sourcely Plus, eTech Parts Plus, Parts4Cells, Wholesale Gadget Parts, Captain Mobile Parts, DFW Imports, Phone LCD Parts, Mengtor and Gadgetfix) and their subsidiaries imported replacement cellphone display screens that infringe on four of Samsung's patents. The patents relate to pixel and stage circuits as well as pixel arrangement in organic LED screens.
