CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching their restraint limit or have filled their in-quota (low) rate. The list is divided into two sections: those that are at least 85% filled and those that are filled.

U.S. Customs and Border Protection has issued a memorandum announcing the 2011 U.S.-Singapore Free Trade Agreement (SFTA) tariff preference level for certain cotton or man-made fiber (MMF) apparel goods, or apparel goods subject to cotton or MMF restraints, the foregoing that are both cut (or knit-to-shape) and sewn or otherwise assembled in Singapore from fabric or yarn produced or obtained outside the territory of Singapore or of the U.S. (“third country”).
U.S. Customs and Border Protection has issued a memorandum on Proclamation 8596, which amended Subchapter XX, Chapter 98, of the Harmonized Tariff Schedule to implement certain provisions of the Haiti Economic Lift Program of 2010 (HELP Act), effective for goods entered or withdrawn from warehouse for consumption on or after November 1, 2010.
CBP has posted the October 2010 customs broker exam and answer key. There appear to be no "problem questions" from the exam. BP is checking into the passing rates and will update readers when that information is available.

CBP has posted an updated version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) - an electronic query report for CF 1400 of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted an updated CF 1401 (Record of Vessel in Foreign Trade Clearances) - an electronic query report for CF 1401 of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
CBP has issued a memorandum announcing the 2011 opening of the tariff rate quota on milk and cream, fluid or frozen, fresh or sour, as provided for in HTS Chapter 4, Additional U.S. Note 5. This TRQ opens on January 3, 2011, and the restraint level is 6,694,840 liters. Of the quantativie limitations provided for in AUSN 5, New Zealand shall have access to a quantity of not less than 5,678,117 liters.
