U.S. Customs and Border Protection and has issued the following news releases:

U.S. Customs and Border Protection has posted an updated list of non-vessel operating common carriers (NVOCC) participants in the sea Automated Manifest System (AMS).

U.S. Customs and Border Protection has posted an updated Appendix D for the Customs Automated Manifest Interface Requirements (CAMIR) for the ACE Ocean Manifest (M1). Appendix D provides a complete listing of valid disposition codes. (See ITT's Online Archives 11102704 for summary of CBP announcing upcoming changes to CAMIR for Ocean Manifest.)

U.S. Customs and Border Protection has issued a proposed rule to create a border crossing for pedestrians in Big Bend National Park to be called Boquillas. The Boquillas border crossing would be a “Customs station” for customs purposes and a Class B port of entry for immigration purposes. The proposed rule would also update the description of a Class B port of entry to reflect current border crossing documentation requirements.

CBP has posted a notice to its Web site about the provision in the recently enacted U.S.-Colombia Trade Promotion Agreement implementing bill (H.R. 3078) which, effective November 5, 2011, will eliminate the exemptions from the passenger processing fee, currently set forth in 19 USC 58c(b)(1)(A)(i), for those arrivals of passengers whose journeys originated in Canada, Mexico, or any adjacent island.

U.S. Customs and Border Protection has issued CSMS #11-000270 to announce that the 2011 ACE Customer Satisfaction Survey due date is extended (for the second time) until midnight November 2, 2011. CBP states that its goal is to obtain a response level that would be more statistically significant than in past years. This will ensure that the key issues identified in the survey are the areas that need attention to improve ACE. The survey is voluntary and anonymous and will only take between 5-10 minutes to complete, unless comments are provided to the survey, which CBP encourages. The survey may be accessed here.

U.S. Customs and Border Protection has issued CSMS Message #11-000272 stating that a one day "snow day" for October 27, 2011 is requested for a Los Angeles Broker due to computer server failure.

U.S. Customs and Border Protection has issued CSMS #11-000268 stating that shortly, updated manifest related Interface Guideline chapters in the CAMIR standard will be published on the CBP website. The updates principally concern converting almost all optional records and elements to status ‘mandatory’ and ‘conditional’.
