CBP Announces Upcoming Changes to CAMIR for ACE Ocean Manifest
U.S. Customs and Border Protection has issued CSMS #11-000268 stating that shortly, updated manifest related Interface Guideline chapters in the CAMIR standard will be published on the CBP website. The updates principally concern converting almost all optional records and elements to status ‘mandatory’ and ‘conditional’.

CBP defines 'mandatory' as required to be supplied each and every time, no exceptions; 'conditional' as required to be supplied if the user has the information; and optional as may or may not be supplied by the user even if he has the information. There should be very few specifically defined optional records or elements in an input message.
See notice for list of CAMIR chapters affected by the updates, as well as certain other changes to: the CAMIR automated manifest download, the I01 record: Bonded Carrier ID, Appendix H, Truck error 013 and 343, and changed definitions and descriptions. CBP states that it is not known exactly when the updates will be published.
(CBP states that the CAMIR, "Customs Automated Manifest Interface Requirements," provides specific procedures for the importing trade community that are interested in participating in the Automated Manifest System (AMS). AMS is a means of speeding the flow of cargo through an electronic release notification system. This reduces paperwork for both carriers and Customs by eliminating the paper manifest and decreasing the number of discrepancy reports and in-bond document (CPBF-7512), Transportation Entry and Manifest of Goods Subject to Customs Inspection and Permit.)
