U.S. Customs and Border Protection has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching their restraint limit or have filled their in-quota (low) rate. The list is divided into two sections: those that are at least 85% filled and those that are filled.
U.S. Customs and Border Protection has issued its weekly tariff rate quota and tariff preference level commodity report as of November 7, 2011.
U.S. Customs and Border Protection has posted a summary of changes for the Automated Export System Trade Interface Requirements (AESTIR). On November 8, 2011, CBP changed Response Code 545 to include the word "INVALID" to Appendix A - Commodity Response Filing Messages. Updated Appendix A is available here.
U.S. Customs and Border Protection is proposing to extend the geographic limits of the port of Green Bay, Wisconsin, to update and change the description of the port boundaries to refer to identifiable roadways and waterways rather than townships and to include the entire Austin Straubel Airport. CBP states that due to an error, a portion of the airport is located outside the current port limits. Comments are due by January 9, 2012. CBP news release is available here.
U.S. Customs and Border Protection has posted a recording of its webcast of the October 4, 2011 Advisory Committee on Commercial Operations of Customs and Border Protection (COAC) meeting. In the November 2, 2011 issue of the U.S. Customs and Border Protection Bulletin (Vol. 45, No. 45), CBP published two notices that propose to revoke or modify four rulings and similar treatment regarding the tariff classification of plastic beverage bottles and a plastic recorder musical instrument.
U.S. Customs and Border Protection has issued a memo to its Field Offices to allow Tariff Preference Level textiles and apparel that are subject to an ACS "quota hold" to be conditionally released. While the port director still has the discretion to hold a truck in any situation deemed necessary, CBP states that this modification of policy will give the ports flexibility in allowing the free movement of vehicles used in transporting goods between Mexico and the U.S.
CBP has posted an updated version of its Public Automated Commercial System FIRMS (Facilities Information and Resources Management Systems) report that is organized by port code and alphabetically by company name.
U.S. Customs and Border Protection has posted an updated version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) - an electronic query report for CF 1400 of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted an updated CF 1401 (Record of Vessel in Foreign Trade Clearances) - an electronic query report for CF 1401 of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
