On November 17, 2011, the Government Accountability Office informed certain Congressional subcommittees about its review of U.S. Customs and Border Protection's updated expenditure plan for border security fencing, infrastructure, and technology. (FY 2010 appropriations legislation required the Department of Homeland Security to submit to Congress an expenditure plan for FY 2010 and an updated plan for FY 2011.) In its review, GAO notes that the FY 2011 expenditure plan satisfies some, but not all, of the legislative conditions. GAO recommends, among other things, that the Secretary of Homeland Security enhance the expenditure plan by ensuring that explanations are included for all required legislative conditions that are not fully addressed. (See ITT’s Online Archives 09101605 for summary of legislation requiring DHS to submit the expenditure plan to Congress.)
