U.S. Customs and Border Protection has posted the April 2012 Change Log for the Customs Automated Manifest Interface Requirements (CAMIR) and 309 Customs Manifest.
U.S. Customs and Border Protection said the International Longshore and Warehouse Union (ILWU) will be observing the Cesar Chavez holiday and all berths at the ports of Los Angeles and Long Beach will be closed on April 2, 2012. CBP offices will be open. CBP later clarified that there will be terminals open in the Los Angeles/Long Beach port complex on April 2. Interested parties should contact the individual terminal to determine if cargo operations will take place at that terminal on April 2.

The September 29, 2012, cutoff date for use of Automated Manifest System/Automated Commercial System (AMS/ACS) will affect non-vessel operating common carriers (NVOCCs), terminal operators, port authorities and other entities that receive secondary party notifications in addition to master vessel operator common carriers (MVOCCs). As of Sept. 29, 2012, Automated Commercial Environment (ACE) will be the only acceptable electronic data interchange (EDI).
Los Angeles Mayor Antonio Villaraigosa announced the release of the Los Angeles Regional Export Plan and new funding for programs to boost exports through the use of the Los Angeles Regional Export Council (LARExC), initiatives he said will help double exports by 2015. Launched last October, LARExC aims to streamline export services in the LA region and help companies find the services they need to grow their businesses and create new jobs. Speaking at a Brookings Institution and JPMorgan Chase Global Cities Initiative (GCI) forum, he said Los Angeles was chosen as the first city for GCI because of its business base, infrastructure, global connections and the creation of LARExC. With $79.82 billion worth of exports in 2010, the Los Angeles region is the nation’s largest metropolitan export market, he said. The region’s export sector directly supports over 312,000 jobs and indirectly supports another 227,000.
