The Committee for the Implementation of Textile Agreements (CITA) has issued a notice containing its determination that, effective August 13, 2004, certain 100% cotton yarn-dyed woven flannel fabrics, made from 14 through 41 NM single ring-spun yarns, classified in HTS 5208.43.00, of construction 2 X 1 twill weave, weighing 200 grams per square meter or less, for use in apparel articles excluding gloves, cannot be supplied by the domestic industry in commercial quantities in a timely manner under the U.S.-Caribbean Basin Trade Partnership Act (CBTPA).

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has posted to its Web site an open letter that contains information about recent changes that may affect the day-to-day operations and/or long range plans of federally licensed firearms importers and registered importers of U.S. munitions import list articles.
AD duty new shipper review. A bond or other security may continue to be posted in lieu of an AD cash deposit, until the final results are in effect.
The Commerce Department's Office of Textiles and Apparel (OTEXA) has issued its June 2004 Textile and Apparel Trade Balance Report (containing data through June 30, 2004). The Trade Balance Report shows imports, exports, and the resulting U.S. trade balance for yarn, fabric, made-ups, and apparel, both individually and collectively (total). The Trade Balance report displays this information for the world, as well as for major U.S. trading partners.
U.S. Customs and Border Protection (CBP) has issued messages on a number of antidumping (AD) and countervailing (CV) duty actions, many of which (marked by an * in the action column) were previously published in the Federal Register by the International Trade Administration (ITA) and summarized in International Trade Today.
U.S. Customs and Border Protection (CBP) has posted to its Web site an updated list of non-vessel operating common carrier (NVOCC) participants in the Sea Automated Manifest System (AMS). CBP's list of NVOCC Sea AMS participants is updated as of August 17, 2004.
The International Trade Commission (ITC) has initiated a review to provide advice to the U.S. Trade Representative (USTR) concerning a petition filed under the "commercial availability" provisions of the U.S.-Caribbean Basin Trade Partnership Act (CBTPA) on apparel of certain woven cotton napped sheeting fabrics. However, the ITC is not seeking comments because the subject fabrics are similar to those that are the subject of two ongoing reviews.
