On September 21, 2010, the Senate Foreign Relations Committee will hold a markup of S. 3581, the Defense Trade Treaty Implementation Act of 2010, with an amendment in the nature of a substitute. Among other things, S. 3581 would amend the Arms Export Control Act to: (1) authorize the President to implement and enforce a specified defense trade treaty with the United Kingdom and a specified defense trade treaty with Australia; and (2) provide that upon treaty implementation each such country would be exempt from its treaty related licensing requirements for exports of defense articles.
On September 15, 2010, the House passed H.R. 2039 (amended), the Congressional Made in America Promise Act of 2009. H.R. 2039 would clarify the applicability of the Buy American Act to products purchased for the use of the legislative branch, to prohibit the application of any of the exceptions to the requirements of such Act to products bearing an official Congressional insignia, etc.
