The Commerce Department’s Bureau of Industry and Security (BIS) is revising the Commerce Control List to implement recent changes made to the Wassenaar Arrangement’s List of Dual-Use Goods and Technologies. The rule is largely effective on Aug. 4, while some provisions take effect on Aug. 30. The EAR provisions comply with the list changes established during a December 2013 Wassenaar plenary meeting (see 13121801). The Wassenaar list changes cover a wide swathe of commodities, including instrumentation tape recorders and digital computers.
Prince George's County, Maryland has submitted an application to the Foreign-Trade Zones Board to reorganize FTZ 63 under the Alternative Site Framework, said the FTZ Board in a Federal Register notice. Under the reorganization, the service area would cover Prince George's County. The Alternative Site Framework streamlines processes for designation of new FTZ subzones and usage driven sites within the service area by allowing companies to request zone status through the relatively simple "minor boundary modification" process. Comments on the application are due by Oct. 3.

The Foreign-Trade Zones Board announced its approval of the expansion and reorganization under the Alternative Site Framework of FTZ 57 in and around Charlotte. The zone will now cover all of Alexander, Anson, Caldwell, Cabarrus, Catawba, Cleveland, Gaston, Iredell, Lincoln, Mecklenburg, Polk, Rowan, Rutherford, Stanly, and Union Counties, North Carolina. The Commerce Department’s Bureau of Industry and Security expanded its export restrictions on Russia as part of a series of increased sanctions on Russia related to the country's continued role in Ukranian political unrest. "BIS will institute a policy denying export, reexport or foreign transfer of certain items for use in Russia’s energy sector that may be used for exploration or production from deepwater, Arctic offshore, or shale projects that have the potential to produce oil," the agency said. BIS said it will also add OJSC United Shipbuilding to its Entity List. "While these sanctions do not target or interfere with the current supply of energy from Russia or prevent Russian companies from selling oil and gas to any country, they make it difficult for Russia to develop long-term, technically challenging future projects."
The Commerce Department's Bureau of Industry and Security (BIS) renewed an export privileges denial order for Mahan Airways, Zarand Aviation, Gatewick, Pejman Mahmood Kosarayanifard, Mahmoud Amini, Kerman Aviation, Sirjanco Trading, Ali Eslamian, Mahan Air General Trading, Skyco (UK), Equipco (UK), and Mehdi Bahrami. The order is effective immediately and will remain in effect for 180 days following its July 22 issuance.
