The Commerce Department’s Bureau of Industry and Security issued an order (here) to deny export privileges for Maple Pacific Corporation and its owner, Andrew Hsu, until 2022. A U.S. District Court in California convicted Maple of illegally exporting steel manufacturing parts to Iran without a license in February 2012. BIS banned Maple and Hsu from exporting goods from the U.S. for a ten-year period. Hsu still has 45 days, from the Feb. 6 date of the BIS order, to appeal, although BIS says Hsu has so far not contacted the agency. All individuals are also prohibited from exporting goods on behalf of Hsu, BIS said. BIS put Maple and Hsu on the Denied Persons List on Feb. 9 (see 1502100007).
The Pennsylvania Foreign-Trade Zone Corporation has submitted an application to establish a foreign-trade zone between Pittsburgh and Harrisburg, Pennsylvania, according to a notice issued by the FTZ Board (here). The proposed zone would cover Bedford, Blair, Cambria, Centre, Fulton, Huntingdon and Somerset Counties. It would be established under the Alternative Site Framework, which streamlines processes for designation of new FTZ subzones and usage-driven sites within the service area by allowing companies to request zone status through the relatively simple "minor boundary modification" process. Comments are due April 14.
The Foreign-Trade Zones Board announced its approval of the reorganization under the Alternative Site Framework of FTZ 84 in Houston (here). The zone will now cover all of Harris County. Under the Alternative Site Framework reorganization, companies will now be able to request subzone status through the relatively simple "minor boundary modification" process.

The Commerce Department issued its quarterly update (here) to its annual list of foreign government subsidies on articles of cheese subject to an in-quota rate of duty that were imported during the period July 1, 2014, through Sept. 30, 2014.
The Census Bureau issued a final rule adopting provisions on the confidentiality of Electronic Export Information (here). The new regulations, in place on an interim basis since Oct. 6, allow Census to provide Electronic Export Information to the U.S. Principal Party in Interest or an authorized agent for compliance and audit purposes. The final rule also provides for the sharing of EEI with other government agencies that have a hand in export regulation.
The Commerce Department’s Bureau of Industry and Security is asking the State Department to remove anisotropic plasma dry etching equipment controls from the Wassenaar Arrangement, BIS said on Feb. 6 (here). The product is readily available in China, so Wassenaar controls are ineffective, said BIS in this notice. A Semiconductor Equipment and Materials International inquiry spurred BIS’s investigation into the foreign availability of the product, BIS said. The agency is still asking for comments on the foreign availability of the product.
