The Commerce Department's Bureau of Industry and Security issued a rule to finalize additional technical changes to its Export Control Reform regulations on U.S. Munitions List Category XV (Spacecraft Systems). The changes are only corrections and clarifications (here). The State Department formally transferred control of some Category XV items to Commerce in November 2014 (see 14051224). BIS made an initial set of technical changes immediately following implementation of the rule (see 1411110007).

The Commerce Department’s Bureau of Industry and Security (BIS) banned export privileges for Armin Shir Mohammadi until 2023 over violations of the International Emergency Economic Powers Act (here). A U.S. District Court convicted Mohammadi in 2013 of exporting communication and other equipment to "persons in third countries with knowledge that such goods were intended for supply, transshipment, and reexportation, to Iran." The Treasury Department didn't authorize the shipments to Iran, said BIS.
