CBP posted a Aug. 19 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
CBP issued its weekly tariff rate quota and tariff preference level commodity report as of Aug. 19. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics, etc.
CBP officers at the Calexico East cargo facility seized almost 3,000 pounds of marijuana, valued at $1 million, hidden in a shipment of alfalfa on Aug. 16, CBP said. According to the CBP press release, a 1996 Freightliner tractor-trailer carrying a commercial shipment of alfalfa entered the facility and was referred by officers to the dock for further examination. A canine team led CBP officers to 111 wrapped packages of marijuana hidden inside 11 of the alfalfa bales, weighing a total of 2,707 pounds. Both the narcotics and conveyance were seized.
CBP officers seized 300 packages of what is thought to be $613,600 worth of marijuana from a tractor-trailer at the Veteran’s International Bridge facility at the Brownsville Port of Entry on Aug. 16, CBP said. Upon examination at cargo secondary, CBP officers found 300 packages, with a total combined weight of nearly 613.6 pounds of the alleged substance, hidden within farm equipment being imported on the flatbed trailer. The narcotics and tractor-trailer were seized, and the 29-year-old male driver was turned over to Homeland Security Investigators.
CBP posted its fiscal year 2013 Byrd Amendment (aka the Continued Dumping and Subsidy Offset Act of 2000 (CDSOA)) certifications report. This report provides information on the claimant name, case name, and case number. Certifications listed on the report do not indicate validity of certification, only receipt.

Customs Rulings Online Search System (CROSS) was updated Aug. 19 with 124 rulings, bringing the total number of searchable rulings to 178,606. The most recent ruling is dated 08/16/2013.
In the Aug. 21 Issue of the CBP bulletin (Vol. 47, No. 35), CBP issued a notice regarding the dates and draft agenda for the 52nd Session of the World Customs Organization’s Harmonized System Committee, which will meet in Brussels on Sept. 18-27.
