Some 16,053 counterfeit Hermes handbags in nine shipments from June 6 through Sept. 17 were seized by CBP officers and import specialists at the Los Angeles/Long Beach Seaport complex, CBP said. Their combined domestic value was $210,785,475 had they been genuine. Eight of the shipments came from China, and one from China via Hong Kong. Five different importers sent the shipments, CBP said.
CBP adopted as final, with some minor modifications, the regulations that were published in the Sept. 26, 2012, Federal Register to implement the preferential tariff treatment and other customs-related provisions of the U.S.-Colombia Trade Promotion Agreement. No comments had been submitted in response to the 2012 notice, CBP said.
Not all components of the Department of Homeland Security have applied risk management principles to fully assess whether maritime security programs cover the riskiest ports, the Government Accountability Office said in a report released Sept. 27. DHS developed models to assess the risks of foreign ports and cargo, and the U.S. Coast Guard uses the model to inform operational decisions for its International Port Security (IPS) program and annually updates its assessment.

CBP released a detailed timeline on planned changes for the Automated Commercial Environment (ACE) that will come as part of its first deployment of its "agile" strategy. The agency will implement the first of seven ACE deployments on Oct. 5, it said. New capabilities will include an ACE Reports Software Upgrade, ACE Cargo Release Pilot Expansion, Partner Government Agency Message Set, Entry Summary Validations.

Imported containers that require fumigation treatment should be fumigated prior to making entry at the Port of New York/Newark, said CBP and U.S. Department of Agriculture in an informational pipeline. The "recommended solution" from CBP is hoped to help resolve the "delay in processing and/or refusal of containerized air and sea cargo requiring fumigation as a condition of entry," it said. USDA regulations require certain items to receive fumigation to mitigate pest risk. "CBP and USDA will not allow manipulation of cargo at a Centralized Examination Station (CES) or treatment facility to accommodate fumigation," it said. "All cargo is subject to inspection by CBP at a CES prior to movement to a treatment facility."
