CBP also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
CBP issued its weekly tariff rate quota and tariff preference level commodity report as of Oct. 22. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics, etc.

Customs Rulings Online Search System (CROSS) was updated Oct. 21 with 78 rulings, bringing the total number of searchable rulings to 179,291. The most recent ruling is dated 10/18/2013.
CBP's Providence, R.I. field office selected JF Moran Trucking as the new Centralized Examination Station for the Port of Providence, CBP said in a public information notice. Operations at the CES begin Nov. 1.
CBP will extend its Air Cargo Advance Screening (ACAS) pilot, which allows for early filing of cargo data, for another nine months through July 26, the agency said. The agency is considering changes to its regulations to implement ACAS and the pilot will "help determine the relevant data elements, the time frame within which data must be submitted to permit CBP to effectively target, identify and mitigate any risk with the least impact practicable on trade operations, and any other related procedures and policies," it said. The extension will accommodate a number of new pilot applicants and "provide greater opportunity for a wide range of the air cargo community to participate in the ACAS pilot," it said. CBP previously extended the pilot for six months in April (see 13042219).

CBP published the quarterly Internal Revenue Service interest rates used to calculate interest on overdue accounts (underpayments) and refund (overpayments) of customs duties. For the quarter which began Oct. 1 and ends Dec. 31, the interest rates for overpayments will be 2 percent for corporations and 3 percent for non-corporations, and the rate of underpayments will be 3 percent for corporations and non-corporations. These interest rates are subject to change for the calendar quarter beginning Jan. 1 and ending March 31, said CBP.

CBP New York postponed a seminar on Harmonized Tariff Schedule Headings 9503 (Toys) and 9505 (Festive Articles) that was scheduled for Oct. 24 (see 13092430), said an informational pipeline. The rescheduled date will be sent in a future notice, it said.
