All CBP ports of entry will now accept electronic CBP Form 214 (e214, Foreign Trade Zone (FTZ) Admission and/or Status Designation) in lieu of a paper copy, it said. CBP said that while paper copies of CBP Form 214 will still be accepted, all members of the trade community are urged to file the electronic version of the 214.
Customs Rulings Online Search System (CROSS) was updated Oct. 25 with 114 rulings, bringing the total number of searchable rulings to 179,405. The most recent ruling is dated 10/25/2013.

CBP's Director of Field Operations (DFO) in the Laredo Field Office Eugenio Garza will retire Jan. 3, said CBP in a press release. An acting DFO will be named in coming weeks and Garza will help with the transition, it said.
CBP again revoked 38 customs broker licenses it previously revoked and subsequently said were reinstated, said CBP. The licenses were originally revoked on Dec. 6 for failure to submit a 2009 or 2012 triennial report and fee, but were listed as reinstated on Aug. 8 because CBP said those licenses were named by mistake (see 13080720). CBP is now revoking a number of those licenses it mistakenly listed as being reinstated on Aug. 8. "Those brokers were never personally notified that their licenses were reinstated and have not been permitted to practice despite the erroneous publication," said CBP.

The Automated Commercial Environment is mistakenly showing the total manifest quantity for Foreign Trade Zone admissions, said CBP in a CSMS message. The problem is a display issue only and concurrences are being processed for the actual amount, said CBP. CBP said it is looking into the problem.
CBP will deploy a number of new features Nov. 2 for the Automated Commercial Environment, the agency said in a CSMS message. The features were originally planned to be put in place Oct. 5 but were postponed as a result of the government shutdown (see 13100712). New capabilities in the ACE update were to include ACE Reports Software Upgrade, ACE Cargo Release Pilot Expansion, Partner Government Agency Message Set, and Entry Summary Validations (see 13092719). CBP also updated an information notice to reflect the deployment date (here).
CBP to Integrate Laboratories and Scientific Services into CEEs, Planning Pre-Classification Program
CBP will integrate its Laboratories and Scientific Services (LSS) into the Centers of Excellence and Expertise, according to a presentation given at an Oct. 23 conference. CBP presented the material at the Footwear Traffic, Distribution and Customs conference in Long Beach, Calif., hosted by the Footwear Distributors and Retailers of America. The integration will provide for "a uniformed approach to facilitation and enforcement," the presentation said.
