The Consumer Product Safety Commission will vote by February 15, 2012 on whether the agency should adopt ASTM F963-11 as the new mandatory standard for toys, replacing ASTM F963-08 (Standard Consumer Safety Specification for Toy Safety1). CPSC staff recommends that the Commission accept ASTM F 963-11 as the new toy standard, and has made a briefing package available for the upcoming vote as well as the February 2 meeting to discuss the new version of the standard.
The Consumer Product Safety Commission is seeking comments on a provisionally-accepted Settlement Agreement with Hewlett-Packard Company that includes a civil penalty of $425,000. The agreement would settle staff allegations that HP failed to immediately notify CPSC of a defect in lithium-ion battery packs for certain of its notebook computers.
On December 16, 2011, Senator Gillibrand (D-NY) introduced S. 2012, the Children’s Sleepwear Labeling Act of 2011, which would require that labels on children’s sleepwear that indicate the sleepwear is flame resistant to include the chemical name of the flame retardant used.
The Federal Trade Commission systematically reviews all its rules and guides to ensure that they continue to achieve their intended purpose without unduly burdening commerce. As part of this review, the FTC is requesting public comment by March 26, 2012 on the overall costs, benefits, necessity, and regulatory and economic impact of, and possible modifications to, the Rules and Regulations under the Wool Products Labeling Act of 19391. The FTC also seeks comment on how it should modify the rules to implement the Wool Suit Fabric Labeling Fairness and International Standards Conforming Act.

The Consumer Product Safety Commission will hold a symposium on phthalates screening and testing methods on March 1, 2012, in order to review available and emerging technologies for detecting phthalates and to stimulate discussion of technological needs to improve testing methods. According to CPSC, the CPSIA’s phthalate restrictions, coupled with its testing and certification requirements, have created challenges for manufacturers, retailers, and third party testing laboratories. The symposium will also be webcast.
