The Census Bureau issued an AES broadcast announcing that the AESDirect system will undergo two one-hour maintenance outages on April 20 from 1 a.m .-- 2 a.m. EDT and April 27 from 1 a.m .-- 2 a.m. EDT. Census says that during these outages the AES Downtime Policy will not be enacted due to the brief periods of unavailability. Census encourages all AESDirect program filers to file shipments prior to these outages if possible. AESPcLink users are encouraged to continue creating and storing shipments in a queue on their local computers for transmission when AESDirect is brought back on-line.
The Bureau of Industry and Security issued a final rule, effective April 18, 2012, which amends the Export Administration Regulations by adding to the Entity List1, 3 persons in Canada and Jordan.
The Bureau of Industry and Security is amending its Temporary Denial Order (TDO) denying the export privileges of Mahan Airways; Zarand Aviation; Gatewick LLC; Pejman Mahmood Kosarayanifard; Mahmoud Amini; Kerman Aviation, Sirjanco Trading; and Ali Eslamian to add the following additional respondents in order to prevent evasion of the TDO: Mahan Air General Trading LLC of the UAE; Skyco (UK) Ltd. of the UK; and Equipco (UK) Ltd. of the UK. The order is currently in effect until August 13, 2012, unless renewed.

The first liquefied natural gas (LNG) export plant to be built in the U.S. in 50 years is to be the subject of an April 19 vote by the Federal Energy Regulatory Commission, according to a FERC public notice. The plant would be at Sabine Pass on the border between Louisiana and Texas.

SDNs are (i) individuals and companies owned or controlled by, or acting for or on behalf of, targeted countries or (ii) individuals, groups, and entities, such as terrorists and narcotics traffickers designated under programs that are not country-specific. The assets of listed SDNs are blocked and U.S. persons are generally prohibited from dealing with them.

Essie Cosmetics and former CEO Max Sortino of New York City agreed to settle Office of Foreign Assets Control allegations of unlicensed exports to Iran in violation of the Iranian Transactions Regulations. The allegations involved Essie and Sortino's knowing sale and export of nail care products on or about September 17, 2009, December 8, 2009, and February 23, 2010, to an Iranian distributor pursuant to an Exclusive Distributorship Agreement in apparent violation of § 560.204 of the ITR.
The Bureau of Industry and Security posted an online tool to help users of License Exception Strategic Trade Authorization (STA) determine if they're eligible to use and will be in compliance with License Exception STA. The tool is purely voluntary and serves as a checklist to identify and verify the key eligibility and compliance requirements of License Exception STA. Using the tool does not guarantee eligibility. It's important for all exporters to review the requirements of the EAR, specifically section 740.20.
