The Census Bureau posted a brief educational guide, as part of its monthly series “Trade Term of the Month”, on the term “EEI”, the Electronic Export Information reported in the Automated Export System (AES). The guide includes information reported in the EEI, as well as procedures for when incorrect EEI information is reported in the AES.
The Bureau of Industry and Security issued a final rule, effective April 25, 2012, which amends the Export Administration Regulations by adding two persons from France to the Entity List. This rule also removes 3 entries from the Entity List, adds 4 entries to the Entity List, and amends 17 entries to provide alternate addresses, alternate spelling of names, etc. on the basis of the BIS End-User Review Committee’s (ERC) annual review of the Entity List for 15 countries1.
The Bureau of Industry and Security (BIS) will be looking at three main issues in coming months, said Gerry Horner, Senior Trade and Industry Analyst in the Office of Technology Evaluation at BIS. Horner spoke at the Natinoal Customs Brokers and Forwards Association of America April 24, 2012. The first will be a review of the use of the destination control statement, said Horner. There have been challenges with its use for years and BIS will go out to look at bills of lading and airplane bills at random airports, he said. He noted the review won’t be for enforcement purposes but to see how it is used in order enhance it.
The Departments of Commerce and State should assess the potential impact of export control list reforms on the resource needs of their compliance activities, the Government Accountability Office said in a report released April 23. Commerce and State said they concurred with GAO's recommendation.

The Committee advises the Office of the Assistant Secretary for Export Administration with respect to technical questions that affect the level of export controls applicable to transportation and related equipment or technology. During the open session, the committee will hear status reports by working group chairs and hear public comments and proposals. The open session will be accessible via teleconference to 20 participants on a first come, first serve basis. The State Department's Export Control and Related Border Security (EXBS) program, along with Slovenia and the European Union, are sponsoring the 13th International Export Control Conference in Portoroz, Slovenia, May 7-9, 2012. The conference will include 300 international strategic trade control experts from nearly 100 countries and administrative regions, international and regional organizations, and non-governmental organizations to discuss strategic trade controls. The EXBS Program seeks to prevent the proliferation of weapons of mass destruction (WMD) and advanced conventional weapons by helping to build effective national strategic trade control systems in countries that possess, produce, or supply strategic items as well as in countries through which such items are likely to transit.
The Export-Import Bank of the U.S. approved $360 million in supply chain financing to benefit suppliers of Navistar International Corp., a maker of medium and heavy trucks headquartered in Lisle, Ill. Ex-Im said its supply chain finance guarantee product is designed to provide suppliers, particularly small businesses, with access to capital faster by allowing them to receive early payment, typically within days. Navistar’s guaranteed lenders are The Bank of Nova Scotia, located in Toronto, Canada, and the Royal Bank of Scotland, located in Stamford, Connecticut.
The federal government's Small Business Network of the Americas initiative "will connect together the more than 2,000 Small Business Development Centers, and similar SME support centers, located throughout the Hemisphere," said Under Secretary of Commerce for International Trade Francisco Sánchez April 18, at the Western Hemisphere Business Opportunities Forum in Miami.
