The Commerce Department issued notices in the Federal Register on its recently initiated antidumping duty investigations on high purity dissolving pulp from Brazil (A-351-866) and Norway (A-403-808), as well as its countervailing duty investigation on high purity dissolving pulp from Brazil (C-351-867). The CVD investigation covers entries for calendar year 2024. The AD investigations cover entries July 1, 2024, through June 30, 2025.
The Commerce Department has released the final results of its countervailing duty administrative review on certain aluminum foil from Oman (C-523-816). These final results will be used to set final assessments of CVD on importers for subject merchandise entered during calendar year 2022.
The Commerce Department released its preliminary affirmative antidumping determination Sept. 8 that monomers and oligomers from Taiwan (A-583-879) are being sold in the U.S. at less than fair value. Commerce found “critical circumstances” for all Taiwanese companies, and will retroactively suspend liquidation and impose antidumping duty cash deposit requirements for all subject merchandise as of June 11.

The Commerce Department is amending the final results of the antidumping duty administrative review on heavy-walled rectangular welded carbon steel pipes and tubes from Mexico (A-201-847) covering the period Sept. 1, 2022, through Aug. 31, 2023, that were published July 24, to correct a ministerial error in a calculation for one mandatory respondent to the review, which results in a slightly lower AD cash deposit rate for the respondent, Maquilacero S.A. de C.V. (Commerce's notice of amended final results mistakenly says the final results were published June 24.)

The International Trade Commission seeks comments by Sept. 12 on a Section 337 complaint alleging that imports of LCD devices infringe patents held by BH Innovations, it said in a Sept. 4 notice in the Federal Register. According to the complaint, BHI is seeking a limited exclusion order and cease and desist orders against HKC, HiSense, Vizio, TCL, TTE Technology, LG Electronics, Westinghouse and their subsidiaries to bar from entry "certain liquid crystal devices, components thereof, and products containing the same" that violate its patents. BHI said that its patents include "innovations relating to ... pixel layouts, electrode structures, panel seals and terminals, and driving circuitry."

The Commerce Department is beginning new antidumping duty and countervailing duty investigations on high purity dissolving pulp from Brazil and Norway, it said in a fact sheet released Sept. 3. The underlying petition was filed in August (see 2508140024). The International Trade Commission is scheduled to make its preliminary injury determination by Sept. 26. The investigation will continue only if the ITC finds injury. International Trade Today will provide more details upon publication of the initiation notices in the Federal Register.
