The Commerce Department issued antidumping duty orders on brass rod from Brazil (A-351-859), India (A-533-915), Mexico (A-201-858), South Korea (A-580-916) and South Africa (A-791-828), and a countervailing duty order on brass rod from South Korea (C-580-917). The orders set permanent antidumping and countervailing duties that will remain in place unless revoked by Commerce, which may only take place under certain conditions, such as a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CV duties on importers and make changes to cash deposit rates.
The Commerce Department issued antidumping duty orders last week on boltless steel shelving units prepackaged for sale from Malaysia (A-557-824), Taiwan (A-583-871), Thailand (A-549-846) and Vietnam (A-552-835). The orders detail a “gap period” of May 27 - June 5, 2024, of no AD duty liability.

The Commerce Department issued notices in the Federal Register on its recently initiated antidumping and countervailing duty investigations on disposable aluminum containers, pans, trays, and lids from China (A-570-170/C-570-171). The CVD investigation covers entries Jan. 1 - Dec. 31, 2023. The AD investigation covers entries Oct. 1, 2023 - March 31, 2024.
The Commerce Department began administrative reviews for certain firms subject to antidumping and countervailing duty orders with April anniversary dates. Producers and exporters subject to any of these administrative reviews on China or Vietnam must submit their separate rate certifications or applications by July 12 to avoid being assigned high China-wide or Vietnam-wide rates.
The Commerce Department is imposing even earlier retroactive antidumping and countervailing duties on imports of two hydrofluorocarbon blends from Malaysia when made with Chinese components. In a final determination of circumvention, the agency said it will suspend liquidation and require cash deposits for covered entries on or after Nov. 4, 2021.

The International Trade Commission seeks comments on a recent Section 337 complaint from MimirIP alleging imports from several companies are infringing on its patents on memory devices. In its June 3 complaint, MimirIP said Micron, Dell, Hewlett Packard, Kingston, Lenovo and Tesla are importing DRAM and NAND computer memory or products that contain them, including laptops, tablets, servers, solid-state drives, and self-driving automotive computers and automotive media control units. MimirIP seeks a limited exclusion order and cease and desist order against the alleged infringers. Comments are due June 17.
