The Commerce Department on June 5 announced a large decrease in antidumping duty cash deposit rates in effect for aluminum extrusions from Turkey (A-489-850), amending its preliminary determination in an ongoing AD investigation to correct calculation errors in the original. Effective May 7, the date that liquidation was suspended and AD cash deposit rates first took effect under the preliminary determination, the unadjusted AD rate for Erdoganlar falls from 85.14% to 10.11%, and the AD rate for Sistem falls from 45.41% to 19.86%. The unadjusted all-others rate consequently falls from 73.43% to 12.98%, and Commerce is also lowering the penalty rate assigned to non-cooperative companies from 605.72% to 48.43% (37.26% when adjusted for cash deposit purposes). The new rates are as follows:

Electrolux filed petitions May 30 with the Commerce Department and the International Trade Commission requesting new antidumping duties on large top mount combination refrigerator-freezers from Thailand. Commerce will now decide whether to begin AD investigations.

The Commerce Department on June 4 published its quarterly list of (i) completed antidumping and countervailing duty scope rulings and (ii) anti-circumvention determinations. The following list covers completed scope rulings for the period Oct. 1, 2023, through Dec. 31, 2023:

The Commerce Department has released the preliminary results of its antidumping duty administrative review on carbon and alloy steel wire rod from South Korea (A-580-891), calculating a 1.03% AD rate for POSCO and its affiliated company POSCO International Corporation. If the agency's finding is continued in the final results, importers of subject merchandise from POSCO entered between May 1, 2022, and April 30, 2023, will be assessed AD duties at importer-specific rates.

The Commerce Department on June 3 published the preliminary results of its antidumping duty administrative review on mattresses from Indonesia (A-560-836). In the final results of this review, Commerce will set assessment rates for subject merchandise from the 32 companies remaining under review entered May 1, 2022, through April 30, 2023.

The International Trade Commission seeks comments by June 7 on a Section 337 complaint recently filed by Milwaukee Electric Tool and Keter seeking a ban on imports of storage containers and toolboxes, organizers, component boxes, coolers, and accessories from Klein Tools that allegedly infringe on their patents. In their May 23 complaint, Milwaukee Tool and Keter said Klein Tools’ Modbox line of modular containers rely on the patented technology used in Milwaukee Tools’ Packout modular storage products. Milwaukee Tool and Keter seek a limited exclusion order and cease and desist order against Klein Tools.

The Commerce Department is giving advance notice that in automatic five-year sunset reviews scheduled to begin in July it will consider revoking the antidumping and countervailing duty orders on hot-rolled carbon steel flat products from India (A-533-820/C-570-821), Indonesia (A-560-812/C-560-813) and Thailand (A-549-817/C-549-818); laminated woven sacks from China (A-570-916/C-570-917); sodium nitrite from China (A-570-925/C-570-926); and steel propane cylinders from China (A-570-086/C-570-087); as well as the antidumping duty orders on hot-rolled carbon steel flat products from China (A-570-865), Taiwan (A-583-835) and Ukraine (A-823-811); persulfates from China (A-570-847); sodium nitrite from Germany (A-428-851); steel propane cylinders from Thailand (A-549-839); and steel wire garment hangers from China (A-570-918). These orders will be revoked, or the investigation terminated, unless Commerce finds that revocation would lead to dumping and the International Trade Commission finds that revocation would result in injury to the U.S. industry, Commerce said.
