Skyworks seeks a general exclusion order banning all imports of wireless front-end modules from Kangxi Communication Technologies that allegedly infringe on its patents, as well as routers that contain them, the International Trade Commission said in a notice July 23. In a Section 337 complaint filed July 17, Skyworks said KCT and its affiliate Grand Chip Labs are making unauthorized and unlicensed copies of its patented wireless front-end modules, including the KCT FEMs under the names KCT8539S and KCT8547HE, which are then being incorporated into downstream routers from D-Link and Ruijie. Skyworks also seeks cease and desist orders against KCT, D-Link and Ruijie. Comments are due July 31.

The Commerce Department has released the final results of the antidumping duty administrative review on citric acid and certain citrate salts from Belgium (A-423-813). Commerce assigned the only company under review, Citribel nv., a zero percent AD rate, the same as in the preliminary results of this review. Subject merchandise from Citribel entered July 1, 2022, through June 30, 2023, won't be assessed AD. Changes to cash deposit rates from these final results take effect July 24, the date they are set to be published in the Federal Register.

The International Trade Commission is beginning a Section 337 investigation based on a request from RAI and R.J. Reynolds for a Section 337 exclusion order banning all imports of disposable vaporizer devices that infringe on their patents, the ITC said in a notice published July 22. In their June complaint (see 2406170041), RAI and R.J. Reynolds identified 42 infringing companies, mostly in the U.S. and China. The ITC will consider issuing the general exclusion order banning imports of all infringing goods from all sources, as well as cease and desist orders against those 42 companies.

The Commerce Department issued its final determinations in the antidumping duty investigations on mattresses from India (A-533-919), Kosovo (A-803-001), Mexico (A-201-859) and Spain (A-469-826). Cash deposit rates set in these final determinations take effect July 22.

The Commerce Department is setting new countervailing duty cash deposit requirements for imports of melamine from Germany, India, Qatar, and Trinidad and Tobago (C-428-853, C-533-925, C-518-002, C-274-811), after finding countervailable subsidization of producers and exporters in the four countries in the preliminary determinations of its CVD investigations. Suspension of liquidation and cash deposit requirements will generally take effect for entries on or after July 22, the date that the preliminary determinations are set to be published in the Federal Register, but Commerce is making the suspension of liquidation and CVD cash deposits retroactive to approximately April 21 for Indian companies.

The International Trade Commission is beginning a Section 337 investigation on allegations that imports of storage containers and toolboxes, organizers, component boxes, coolers, and accessories from Klein Tools are infringing on patents held by Milwaukee Electric Tool and Keter Home and Garden Products, the ITC said in a notice released June 18. In a complaint filed in June (see 2406180039), Milwaukee Tool and Keter said Klein Tools’ Modbox line of modular containers rely on the patented technology used in Milwaukee Tools’ Packout modular storage products. The ITC will consider a limited exclusion order and cease and desist orders against Klein Tools.
